LEGISLATION OBJECTIVE

The objective is to promote legislation which would require architects on public financed jobs to solicit and evaluate a cost analysis of the project, prepared by a state certified estimating agency / service, prior to releasing plans and specifications for public bid. Such legislation is aimed at accomplishing the following desirable results.

1.      It would assist in preventing project designers from inadvertently “designing public projects over the budgets of their clients.

2.      It would virtually eliminate the situation where a project would need to be “shelved” or redesigned and rebid subsequent to a first round of bids which have come in over budget.

3.      It would reduce the owner’s administrative and extended overhead costs in such cases where a redesign delays the execution and completion of a project.

4.      It would reduce the project designer’s costs to modify the plans and specifications for the next round of bidding.

5.      It would reduce the contractors’ costs associated with rebidding a project.

6.      It would likely promote greater interest by bidders in a project because it would be pre-certified to be constructible within its budget.

7.      It would be beneficial to the public because additional time and effort to conceive, design and bid a project more than once would be eliminated.
