LEGISLATION QUESTIONS

Many government agencies at the local, state, and federal levels already employ their own in –house construction cost estimators for the purpose of accomplishing the desirable results, however, there are a number of questions relevant to this practice which warrant consideration.

1.      Is there any consistency in the utilization of knowledgeable construction cost estimators of consultants from community to community, state to state, or agency to agency?

2.      Do agencies maintain an accepted standard or criterion against which individual estimators may be classified, measured, evaluated or judged to be qualified for their position?

3.      Do agencies maintain an accepted professional code of ethics by which individual estimators are expected to abide in the performance of their duties or assignments?

4.      Is there an accepted set of technical standards which may be used to define the level of effort or amount of detail required in the preparation of an estimate for a particular project?

5.      If it were possible for government bodies to promote and effect greater consistency in the utilization of qualified construction cost estimators or consultants during the pre-bid phase of public projects, and if an acceptable standard or criterion existed by which the qualifications of estimators could be determined, and if a meaningful set of technical and ethical standards were also established, would they not benefit both the profession and the construction industry as well as the general public?

6.      Would it not, therefore, be beneficial for the various governmental agencies to encourage their construction estimator employees and/or consultants to join a professional society which is endeavoring to develop such standards of practice?
